Wisconsin Code § 229.843

(1) Except as provided under s.
229.844 (4) (c), a district’s jurisdiction shall be the boundaries of
the sponsoring city.
(2) A district’s jurisdiction and powers remain in effect even
if the sponsoring city, after the creation of the district, is no
longer a populous city.
