(1) Any 2 power districts may be consolidated by ordinance, passed by a two-thirds
vote of all of the members of the board of each power district, fixing the terms of the consolidation and ratified by the electors at a
referendum held in each district. The ballots shall bear the words
“For Consolidation” and “Against Consolidation”. If a majority

power districts and actions on those rights and liabilities may be
commenced or completed as though no consolidation had been
effected.
