Wisconsin Code § 13.80

Legislative organization, joint committee on

(1) There is created a joint committee on legislative organization
with such powers and authority as are provided by law or by the
legislature.
(2) The committee shall consist of the speaker of the assembly, the president of the senate, and the majority and minority
leaders and assistant majority and minority leaders of the 2
houses.
(3) The committee shall supervise and make policy for all
legislative staff services.
