Worker training and employment program

(1) PROGRAM. Of the amounts appropriated under s. 20.445 (1)
(bg) in the 2019-21 fiscal biennium, the department shall allocate
$20,000,000 to provide funding, through grants or other means,
to facilitate worker training and employment in this state.
(1m) ELIGIBLE GRANT RECIPIENTS. The persons eligible to
apply for and receive grants made by the department under this
section shall include institutions of higher education, as defined
in s. 106.57 (1) (c).
(2) POWERS OF DEPARTMENT. The department shall have all
other powers necessary and convenient to implement this section,
including the power to audit and inspect the records of grant
recipients.
(3) CONSULTATION. The department shall consult with the
technical college system board and the Wisconsin Economic Development Corporation in implementing this section.
(4) APPROVAL OF JOINT FINANCE COMMITTEE. Prior to expending any funds appropriated under s. 20.445 (1) (bg), the department shall submit to the joint committee on finance a plan for
implementing the program under this section. The department
may not expend any funds appropriated under s. 20.445 (1) (bg)
except in accordance with the plan as approved by the committee.
(5) ANNUAL REPORT. Annually, by December 31, the department shall submit a report to the governor and the cochairpersons
of the joint committee on finance providing an account of the department’s activities and expenditures under this section during
the preceding fiscal year.
