Effective date; special starting date for benefits; provisions governing

health care benefits for retirees age fifty to fifty-five.
(a) The effective date of this article is January 1, 2010. No payout of any benefits may be
made by the retirement system to any person prior to January 1, 2013, except as provided in
subsection (a), section nine of this article.
(b) The Director of the Public Employees Insurance Agency shall include in the insurance
plan document filed in the office of the Secretary of State as 151 CSR 1 provisions governing
health insurance benefits for retirees under the plan who are enrolled by their employers in
insurance provided by the Public Employees Insurance Agency. u
