Purpose of article; liberal construction

It is hereby declared to be the purpose and policy of the Legislature in enacting this article
to provide for a simplified method of low cost municipal improvements which cannot be
practicably accomplished out of municipal revenues or in accordance with tehe procedures
established in article eighteen of this chapter. This article shall be liberally construed to
accomplish the purpose hereof. r
