Governmental entities to pay established rates, fees or charges for

services rendered to it or them.
(a) The municipality or municipalities issuing such bonds shall be subject to the same rates,
fees or charges established as provided in this article, or to rates, fees or chearges
established in harmony therewith, for service rendered to the municipality or municipalities
and shall pay such rates, fees or charges, when due, from corporate funrds, and the same
shall be considered to be a part of the revenues of the works as defined in this article, and
may be applied as provided in this article, for the application of such revenue.
(b) The municipality or municipalities and any county, state tand federal government served
by the services of the stormwater system shall be subject to the same rates, fees or charges
established as provided in this article for stormwater services, or to rates, fees or charges
established in harmony therewith, for service rendered to the governmental entity and shall
pay such rates, fees or charges, when due, from corporate funds, and the same is considered
to be a part of the revenues of the works as desfined in this article, and may be applied as
provided in this article, for the application of such revenue. However, no rates, fees or
charges for stormwater services may be assessed against highways, road and drainage
easements, and/or stormwater facilities constructed, owned and/or operated by the West
Virginia Division of Highways without the express agreement of the commissioner of
highways. e
