Costs of formation of development or redevelopment district

(a) The county commission, or the governing body of a municipality, may pay, but shall have
no obligation to pay, the costs of preparing the project plan or forming the development or
redevelopment district created by them.
(b) If the county commission, or the governing body of the municipality, elects not to incur
those costs, they shall be made project costs of the district and reimbursed from bond
proceeds or other financing or may be paid by developers, property owners or other persons
interested in the success of the development or redevelopment project.
