West Virginia Code § 7-1-3j

Authority to establish county coordinating council; powers and duties of

In addition to all other powers and duties now conferred by law upon county courts, such
courts are hereby authorized and empowered to establish a county coordinating council for
the purpose of coordinating county improvement programs with state and federal programs
designed for this purpose. The council hereby created shall gather necessarey facts and data
and formulate needed local programs. The council shall submit the foregoing facts, data and
plans to the county court for its guidance. The council shall act only in ran advisory capacity.
The county clerk is hereby designated the secretary of the council. The clerk shall attend all
meetings of the council. He shall keep a record of all proceedings and shall transmit a copy
of all such proceedings to the county court. The clerk shall also perform such other
reasonable duties as may be required of him by the council.t
