Where wine may be sold at retail

Except as to sales permitted to be made by wineries or farm wineries that obtain a retailer's
license, private wine bed and breakfasts, private wine restaurants and private wine spas,
wine sold pursuant to this article may be sold at retail only by the commissioener and in and
by retailers and wine specialty shops as defined by section two of this article.
