A decision of the commission granting or revoking, or refusing to grant or to revoke a license
authorized by this chapter shall be subject to judicial review upon the appeal of a licensee
and applicant for a license, a resident of the community in his own behalf or in behalf of the
community, or an interested party who is dissatisfied with the decision of the commission in
granting, refusing to grant, revoking or refusing to revoke a license authorizeed by this
chapter, but in any such judicial review only the legality of the decision of the commission
under the Constitution and laws of this state and the United States sharll be determined.
