West Virginia Code § 60-4-19

When license revoked

The commissioner may revoke a license issued under this article upon a finding that:
(1) The licensee is not a suitable person;
(2) The place occupied by the licensee is not a suitable place;
(3) The licensee has violated a provision of this chapter or a regulation made by the
commissioner under the authority of this chapter; or
(4) The licensee has failed to comply with the spirit and intent of this chapter by encouraging
intemperance, the unlawful consumption of alcoholic liquors, or otherwise.
