Mandamus to compel publication

Any citizen, taxpayer, or the publisher or proprietor of any qualified newspaper entitled by
law to have any legal advertisement published in his qualified newspaper, which any county
court or tribunal created in lieu thereof, Board of Education, governing body of any
municipal corporation, or public officer, shall fail or refuse to make, may have a writ of
mandamus to compel such publication, if a qualified newspaper is willing toe accept the legal
advertisement for publication at the rates prescribed in section three of this article.
