West Virginia Code § 59-1-26

Limitation on distress or suit for collection of fees

No fee, when a fee bill has not been issued, shall be collected by distress or suit after ten
years from the time when the service was done that is charged for therein; or, if a fee bill
has been issued, after ten years from the time when the last fee bill was issued.
