West Virginia Code § 5-6-6

City of Charleston may dedicate streets, property, etc., to commission

Notwithstanding the provisions of any other law, the council of the city of Charleston is
hereby authorized to dedicate to the commission for a project any street, real property,
easements or rights in land or any combination of the foregoing owned by such city.
