How constituted; powers and duties

(a) The Governor, Secretary of State, Auditor, Superintendent of Free Schools, Treasurer,
Attorney General, and Commissioner of Agriculture shall be and constitute a corporation
under the style of "The Board of Public Works." The board shall have the powers and
perform the duties prescribed for it by law.
(b) Board members shall vote in person at regular meetings: Provided, That a board member
may send a designee to vote in his or her stead: Provided, however, That a designee may
only vote on matters that appear on a properly posted agenda: Provided, further, That no
more than three designees may vote at a meeting. u
