(a) Records that are maintained by the state and/or its subdivisions during the qualifications
phase and proposal phase are public, to the extent permitted by §29B-1-1 et seq. of this
code, and shall be available for inspection only after the announcement of the state and/or
its subdivisions set forth in §5-22B-10(d) of this code.
(b) Nothing in this article affects a state and/or its subdivisions' right to accept or reject any
or all proposals in whole or in part.
