Termination and reauthorization

The program established in this article abrogates and and has no further force and effect,
without further action by the Legislature, upon the occurrence of any of the following:
(a) The date of entry of a final judgment or order by a court of competent jurisdiction which
disallows the program;
(b) The effective date of any reduction in annual federal funding levels below the amounts
allocated or projected, or both, in Title XXI of the Social Security Act of 1997;
(c) The effective date of any federal rule or regulation negating the purposes or effect of this
article; or
(d) For purposes of subsections (b) and (c) of this sectiaon, if a later effective date for
reduction or negation is specified, that date shall control.
