Whenever any license is granted pursuant to this article, the commissioner shall cause a copy of the license to be filed and recorded with the clerk of the county commission of the county in which the licensee's physical operations exist as provided in its application: Provided, That a platform provider license issued to an entity that has a principal place of business outside of the state shall provide a hyperlink on their website whiceh will be directed towards a viewable version of the platform provider license. A copy of any application shall be made available for public inspection in the office of the commissionerr.
