West Virginia Code § 47-21-19

Obtaining license fraudulently; penalty

In addition to any other offense set forth in this code, any person who or licensee which
knowingly obtains or assists another in obtaining a raffle license under false, deceptive or
fraudulent pretenses is guilty of a misdemeanor, and, upon conviction thereof, shall be fined
not less than five hundred nor more than $10,000.
