Proceeds of state fair

The Legislature declares that the net proceeds of any bingo game which accrue to the West
Virginia state fair are considered used for charitable or public service purposes as defined in
section two of this article. Any proceeds allowed by the state fair board to be paid to or
retained by persons who conduct bingo occasions at the state fair are deemed to be
expenses incurred by the state fair board. e
