West Virginia Code § 46A-2-118

No garnishment before judgment

Prior to entry of judgment in an action against the debtor for debt arising from a consumer
credit sale, consumer lease or a consumer loan, the creditor may not attach unpaid earnings
of the debtor by garnishment or like proceedings. The provisions of this section shall not be
construed as in any way impliedly authorizing garnishment before judgment in any other
type of transaction. e
