West Virginia Code § 44-15-16

Construction of article

This article shall be construed liberally to secure the beneficial intents and purposes thereof,
and shall apply only to beneficiaries of the government of the United States. It shall be so
interpreted and construed as to effectuate its general purpose to make uniform the law of
those states which enacted it.
