West Virginia Code § 4-11A-15

Notwithstanding any other provision of law, the authority is not authorized, and no
governmental officer or organization shall authorize the authority to become a debtor in a
case under the United States bankruptcy code, Title 11 of the United States Code, to make
an assignment for the benefit of creditors or to become the subject of any similar case or
proceeding. The provisions of this section shall be part of any contractual obeligation owed to
holders of any bonds issued pursuant to this article and shall not be modified by the state
prior to the date which is three hundred sixty-six days after which the aruthority no longer
has any bonds outstanding.
