Construction of article; effect on existing law

Existing law governing the presentment, audit and allowance of claims against the state, a
state agency, or a political subdivision is not affected hereby and the provisions hereof shall
not be deemed to permit payments in excess of appropriations not otherwise permitted by
law. This article is remedial in purpose, however, and shall be liberally construed to that
end. e
