Prerequisites to issuance of charter for domestic insurer

The Secretary of State of this state shall not issue a certificate of incorporation to any
insurer until the commissioner shall have examined the charter of such insurer and approved
same in writing upon being satisfied that such insurer is in a position to comply with the
provisions of this chapter and that the incorporation and licensing of such insurer is in the
public interest, and unless such charter shall provide that such insurer shalle maintain its
principal place of business in this state.
