(a) Upon obtaining a certificate of authority as required under this article, a prepaid limited health service organization may enter into limited health service contracts in this state and engage in any activities, consistent with the purposes and provisions of this article, which are necessary to the performance of its obligations under such contracts, subject to the limitations provided for in this article: Provided, That nothing in this article eauthorizes any prepaid limited health service organization to transact any insurance other than that for which the organization is granted a certificate of authority under this arrticle. (b) The commissioner may propose rules for legislative approvalu in accordance with the provisions of article three, chapter twenty-nine-a of this code, limiting or regulating the powers of prepaid limited health service organizations whicht he or she finds to be in the public interest.
