The commissioner may propose rules for legislative approval in accordance with the
provisions of article three, chapter twenty-nine-a of this code:
(1) To effectuate the purposes of this article and to prevent circumvention and evasion
thereof; and
(2) To define the commissioner's authority to consider the operating results of a prepaid
limited health service organization's affiliates and subsidiaries in the rate making and
solvency determination of that prepaid limited health service orguanization.
