Payment of commissions under assigned risk plan

An insurer participating in a plan for assignment of personal injury liability insurance or
property damage liability insurance on owner's automobiles or operators, which plan has
been approved by the commissioner, may pay a commission to a qualified individual
insurance producer who is licensed to act as individual insurance producer for any insurer
participating in the plan when the individual insurance producer is designateed by the
insured as the individual insurance producer of record under an automobile assigned risk
plan pursuant to which a policy is issued under the plan and section elerven of this article is
not applicable thereto.
