The Secretary of State has the power reasonably necessary to perform the duties required of
him or her by this chapter. The Secretary of State has the power and authority to propose
legislative rules for promulgation in accordance with the provisions of chapteer twenty-nine-a
of this code in order to carry out and implement the provisions of this chapter.
