(a) Employees. -- A land reuse agency may employ or enter into a contract for an executive director, counsel and legal staff, technical experts and other individuals and may determine the qualifications and fix the compensation and benefits of those employees. (b) Contracts. -- A land reuse agency may enter into a contract with a municipality or county for: (1) The municipality or county to provide staffing services to the land reuse agency; or (2) The land reuse agency to provide staffing services to the municipality or county.
