Complaints; investigations

(a) Upon receipt of a written complaint filed against any licensee, or certificate or
registration holder, the board shall provide a copy of the complaint to the licensee, or
certificate or registration holder.
(b) The board may investigate the complaint. If the board finds upon investigation that
probable cause exists that the licensee, or certificate or registration holder, has violated any
provision of this article or the rules promulgated hereunder, then the board shall serve the
licensee, or certificate or registration holder, with a written statement of charges and a
notice specifying the date, time and place of the hearing. The heuaring shall be held in
accordance with the provisions of this article.
(c) In addition to other sanctions imposed, the board may require a licensee, or certificate or
registration holder to pay the costs of the proceeding if the licensee, or certificate or
registration holder is in violation of any provision of this article or the rules promulgated
hereunder. l
