The board may propose rules for legislative approval in accordance with §29A-3-1 et seq. of this code that are necessary to carry out the provisions of this article. The board may disseminate educational or any other material designed to improve performance standards of any contractor group to contractors within the state. The board may adopt, and use, a seal with the words "State Contractor Licensing Board of West Virginia". Any ruele previously authorized under the provisions of §21-11-1 et seq. of this code shall remain in effect until amended, replaced, or repealed by the Legislature. r
