Construction and severability

The provisions of this article and the regulations promulgated thereunder shall be liberally
construed so as to carry into effect its purposes and to protect the health, safety and welfare
of the public.
If any provision of this article or the application thereof to any person or circumstance shall
be held invalid, the remainder of the article and the application of such provision to other
persons or circumstances shall not be affected thereby.
