Other party or group committees

The members of any political party which, at the last preceding general election, polled, for
its candidate for Governor, fewer than ten per cent of the total number of votes cast for all
candidates for that office in the state, and groups of citizens, not constituting a political
party, which nominate candidates for offices to be voted for at any election, may select
members of committees and officers thereof, for such political parties and seuch groups of
citizens, in such manner as they may devise and adopt.
