Rules of procedure required

In addition to other rule-making requirements imposed by law:
(a) The agency shall adopt procedural rules governing the formal and informal procedures
prescribed or authorized by this chapter. Procedural rules shall include rules of practice
before the agency, together with forms and instructions in accordance with §29A-1-2 of this
code.
(b) To assist interested persons dealing with it, the agency shall, so far as deemed
practicable, supplement its rules with descriptive statements of uits procedures.
