against placement of unapproved terminal. (a) Only licensed manufacturers may apply to the Lottery Commission for approval of a video lottery terminal or associated equipment. (b) A manufacturer may not sell or lease a video lottery terminalu for placement in a licensed facility in the state unless the terminal has been approved by the Lottery Commission.
