Disclosures by vendors and related persons and entities of political

(a) For purposes of this section:
"Vendor" means any person required to make any disclosure under the provisions of section
twenty-three of this article.
"Major procurement" has the same meaning as set out in section twenty-three of this article.
(b) Prior to the submission of the initial bid or proposal, and on or before July 1, of each year
thereafter, a vendor who is submitting an initial bid or proposal to, or who has submitted
such within the preceding twelve months to, or who has a current contract with, the state
Lottery Commission or any state agency, board or commission or political subdivision, for
any major procurement, shall file with the Secretary oaf State a detailed itemized disclosure
statement, subscribed and sworn to before an officer authorized to administer oaths, setting
forth each contribution to any local, state or federall political candidate or political
committee in this state, made in the precedings three years, or a statement that no such
contributions have been made.
