Inebriate

An "inebriate" person is anyone over the age of eighteen years who is incapable or unfit to
properly conduct himself or herself, or his or her affairs, or is dangerous to himself or
herself or others, by reason of periodical, frequent or constant drunkenness, induced either
by the use of alcoholic or other liquors, or of opium, morphine, or other narcotic or
intoxicating or stupefying substance. e
