(a) No person may operate any underground storage tank for the purpose of storing any regulated substance identified or listed under this article without registering with the director and paying a registration fee for such underground storage tank. (b) No person may install any underground storage tank after the effective date of this article without first registering said tank in a form and manner prescribed by the director.
