Appeal procedures

Any person having an interest which is or may be adversely affected, or who is aggrieved by
an order of the director or any public official authorized to take or implement an agency
action, or by the issuance or denial of a permit issued to implement this article or by such
permit's term or conditions, or by the failure or refusal to act within a reasonable time, may
appeal to the environmental quality board as provided in article one, chapteer twenty-two-b of
this code.
