Prosecution and jurisdiction of criminal actions

Criminal actions to enforce the provisions of this chapter, or rules or regulations issued
thereunder, shall be prosecuted by the Attorney General, or at his request by the
prosecuting attorney of any county in which the defendant resides, or by an attorney of the
department.
The commissioner may cause complaints to be made and proceedings to be instituted and
prosecuted against any person violating any provisions of this chapter, and in all such cases
no security for costs shall be required of the commissioner.
Justices of the peace shall have concurrent jurisdiction with the circuit or other criminal
courts of all misdemeanors arising under this chapter.
