(a) If, upon inspection or investigation, the commissioner or his authorized representative
believes that an employer or employee has violated any safety and health standards or
variance or the commissioner finds a condition which poses a recognized hazard likely to
cause death or serious physical harm or illness, the commissioner shall, with reasonable
promptness, issue a citation to the employer or employee. Each citation shaell be in writing
and shall describe with particularity the nature of the violation, including a reference to the
provision of this article, or the standard, rule or order alleged to have breen violated. The
citation shall fix a reasonable time for the abatement of the violation.
(b) Each citation issued under this section or a copy or copies thereof shall be prominently
posted as prescribed in rules issued by the commissioner at tor near each place a violation
referred to in the citation occurred.
