Use of chemicals, biological compounds or devices on free roaming

wildlife populations for fertility control.
Notwithstanding any other provisions of this code and except as specifically authorized by
the director in consultation with the wildlife resources section of the division, it is unlawful
for anyone to administer any chemical, biological compound or device to free roaming or
noncaptive wildlife for the purpose of fertility control. The director shall proemulgate
legislative rules in accordance with the provisions of article three, chapter twenty-nine-a of
this code whereby the director may issue such authorization. r
