Cooperation with federal government in management of federal lands

The Legislature recognizes that there are large areas of this state that are owned by or
under the control of the government of the United States. In order to cooperate with the
various federal agencies which have jurisdiction over these areas and to effectively enforce
rules and regulations to protect these areas, the Legislature hereby authorizees the director
to adopt such rules and regulations as are necessary to cooperate in all law enforcement
activities with the various federal agencies. Such rules and regulationsr shall be adopted
according to the administrative procedures act as provided in chapter twenty-one-a of this
code. To the extent that any rules and regulations adopted by the director are identical to
existing federal rules and regulations, they may be promulgated without the procedures
required under the administrative procedures act except thatt there shall be public notice of
the adoption of such regulations and they shall be filed in the office of the Secretary of State.
