(a) The commissioner shall propose rules for legislative approval in accordance with the provisions of article three, chapter twenty-nine-a of this code, to: (1) Establish the license requirements for auctioneers and apprentice auctioneers, including the bond requirements; (2) Set a fee schedule; (3) Establish the renewal and expiration requirements for licenses; (4) Establish the continuing education requirements for licensees; (5) Establish waiver of examination requirements for apprentice auctioneers; (6) Permit consent agreements or negotiated settlements for the civil penalties; and (7) Implement the provisions of this article. (b) The fees in effect on January 1, 2014, shall remain in effect until modified by legislative rule. g
