West Virginia Code § 19-21B-1

Definitions

The term "landowners" or "owners of land" as used in this article includes any person, firm
or corporation, other than a public body corporate, who shall hold title to any lot or tract of
land lying within a district organized or to be organized under the provisions of this article,
whether or not such land lies within the corporate limits of any town or city.
