Each person whose name appears on the label as handling agricultural, vegetable, tree and
shrub, or flower seeds subject to this article shall keep, for a period of two years, complete
records of each lot of agricultural, vegetable, tree and shrub, or flower seeds handled, and
shall keep for one year a file sample of each lot of seed after final disposition of said lot. All
such records and samples shall be accessible for inspection by the commisseioner during
customary business hours.
