No waiver of sovereign immunity; not obligation of the state

(a) Nothing contained in this article waives or abrogates in any way the sovereign immunity
of the state or deprives the commission or any officer or employee of the commission of
sovereign immunity.
(b) Obligations of the board of directors or the corporation do not constitute debts or
obligations of the commission or the state.
