(a) Each governing board shall ensure that facilities under its jurisdiction are maintained
and that a listing of any major deferred maintenance projects is provided annually to the
commission or council, as appropriate.
(b) Each governing board shall strive to invest annually an amount for maintenance that is
consistent with the building renewal formula developed and approved by the commission
and council and to generate a reserve sufficient to address unexpected maintenance needs.
(c) The commission and council shall determine whether a goveruning board is devoting
sufficient resources for maintenance based on the following criteria:
(1) The amount of maintenance expenditures compared to building renewal formula
estimates of appropriate expenditures; and a
(2) Periodic evaluations of the conditions of facilitiels at the institution and its performance
and effectiveness in maintaining its facilities.
